Collection of Evidence: Public Comment

The 2006 Legislature authorized the submission of a Collection of Evidence (COE) as an alternative assessment for meeting standards for purposes of obtaining a Certificate of Academic Achievement.
However, before the collection may be implemented, the State Board of Education is required to approve guidelines, protocols, and scoring criteria that are proposed by the Office of Superintendent of Public Instruction (OSPI).
As part of this approval process for the collection, the board is seeking your comments on the proposed guidelines, protocols, and scoring criteria.
Public comments will be requested at the State Board meeting on October 26, and also may be sent to the addresses below.

The Collection of Evidence option includes an evaluation of a collection of work samples prepared by a student. OSPI has developed proposed guidelines for the types and number of work samples in each content area and protocols for submission of the collection that includes affidavits from the applicant's teachers that the samples are the applicant’s work.
In addition, OSPI has developed proposed scoring criteria for evaluating the Collection of Evidence. Collections will be scored at the state-level by a panel of educators selected and trained by OSPI to ensure objectivity, reliability, and rigor in the evaluation.
The Collection of Evidence was piloted in the 2005–06 school year in approximately 20 schools and Skill Centers. More that 200 collections were prepared by students, which were scored by teams of mathematics and English/language arts teachers.
Before the collection process is implemented, the State Board of Education is required to approve the guidelines, protocols, and scoring criteria. The board must find that the guidelines, protocols, and scoring criteria:
(1) meet professionally accepted standards for a valid and reliable measure of the Grade Level Expectations and the Essential Academic Learning Requirements; and
(2) are comparable to or exceed the rigor of the skills and knowledge that a student must demonstrate on the WASL.
The State Board is scheduled to consider approving the guidelines, protocols, and scoring criteria at its meeting on October 27.

Public comments were previously requested on the guidelines and protocols. At our meeting on October 26, the board will request additional comments from the public regarding the guidelines and protocols, and comments on the attached scoring criteria and process.
The meeting will be held at the Puget Sound Educational Service District, 800 Oakesdale Ave. SW, Renton. The discussion of the Collection of Evidence is scheduled to begin at 1:30 pm. Public testimony is scheduled to begin at 2:45 pm.
